Legal Text: The EU Common Provisions Regulation (CPR)

A piece of over-arching legislation that applies to various EU funding programmes, including the European Social Fund Plus and the European Regional Development Fund. In its Recital 5, the CPR states that the funds it covers should promote the transition from institutional to family and community-based care and should not support actions that contribute to any form of segregation or exclusion.

The CPR also identifies in its Annex 4 as an enabling conditions for social inclusion and poverty reduction as well as a strategic policy framework for health measures for the shift from institutional to community-based care and measures to promote community-based services, including prevention and primary care, home-care and community-based services.
