This paper calls on the European Commission Directorate-General for International Cooperation and Development (DG DEVCO), the European External Action Service and the EU delegation in Kigali to ensure that the Neighbourhood, Development and International Cooperation Instrument (NDICI) supports comprehensive childcare system reform in Rwanda.
Furthermore, the EU should ensure that orphanages and other institutions are not used as a response to the crisis, in line with the UN Resolution on the Rights of the Child (2019), and given the additional risks to congregate care setting in infectious disease outbreaks.
